Аннотация. Анализируется продвижение России в имплементации концепции устойчивого развития. Доказывается, что экологизация
подхода к реализации концепции устойчивого развития не идет на пользу действительному развитию государства. Рассматриваются
документы стратегического характера, в частности Концепция внешней политики, Концепция перехода к устойчивому развитию,
Экологическая доктрина. Анализ Концепции перехода к устойчивому развитию показывает, что акценты смещаются в сторону
рационального природопользования. И хотя оно является неотъемлемой частью устойчивого развития, но не отражает в полной
мере взаимоотношения общества и окружающей среды. Отмечается, что в России есть достаточные правовые условия для рационального
природопользования, но одно из важных направлений перехода к устойчивому развитию – определение емкости экосистем и построение
на основе этих данных работы по реализации целей устойчивого развития – не осуществлено. В результате 7 из 17 целей устойчивого
развития в России не могут быть достигнуты. Сделан вывод о необходимости модернизации концепции перехода к устойчивому развитию,
поскольку она построена на уже устаревших представлениях об этой концепции. Новая концепция должна строиться на адаптации
Декларации «Будущее, которого мы хотим» к потребностям и проблемам российского общества, охватывать все сферы
жизнедеятельности, определять не только экологическую политику, но и социально-экономическое развитие.

Abstract. The article is devoted to the analysis of the advancement of Russia in the implementation of the concept of sustainable development.
The author sets the task to prove that the greening of the approach to the implementation of the concept of sustainable development is not in favor
of the real development of the state. The author of the article analyzes, mainly, strategic documents: Concept of Foreign Policy, Concept of Conversion
for Sustainable Development, Environmental Doctrine. All these documents create a fundamental basis for the implementation of the concept
of sustainable development in Russia. An analysis of the Concept of Conversion for Sustainable Development shows that the emphasis is shifting
towards environmental management. And although it is an integral part of sustainable development, it does not fully reflect the relationship between
society and the environment. According to the author, there are enough legal conditions for rational use of natural resources in Russia. At the same time,
one of the important directions of the conversion for Sustainable development is the determination of the capacity of ecosystems. The work
on the implementation of sustainable development goals should be based only on these data. As a result, 7 of the 17 sustainable development goals
in Russia cannot be achieved. But achieving these goals is essential to ensuring development.
In conclusion, the author suggests that it is necessary to modernize the concept of transition to sustainable development by adapting
the Declaration “The Future We Want” to the needs and problems of Russian society.
