Аннотация. Рассмотрено научное наследие известного ученого-административиста Николая Павловича Карадже-Искрова
иркутского периода его жизни, дается информация о трудах, изданных в стенах Иркутского государственного университета:
«Публичные вещи» (1927); «Новейшая эволюция административного права» (1927); «К вопросу о праве государства на землю» (1928).
Отмечен большой вклад ученого в изучение Советского государства, советского государственного управления, правового статуса
советских граждан, которые исследовались Н. П. Карадже-Искровым в условиях жесточайших идеологических ограничений.
Сделан вывод о высоком уровне его научных исследований в небольших по объему работах,
во многом остающемся недостижимым и сегодня.

Abstract. The article is devoted to the scientific heritage of the famous scientist in the field of administrative law – Nikolay Pavlovich Karadzhe-Iskrov
in the Irkutsk period of his life. The article is published within the anniversary events devoted to century of the Irkutsk state university. For the first time
as about the mature outstanding scientist N. P. Karadzhe-Iskrov declared himself in the works published in the Irkutsk state university: «Public items» (1927);
«Newest evolution of administrative law» (1927); «To a question of the right of the state for the earth» (1928). All three works are covered by a single concept,
in which the author examines such categories as «soviet state», «public items», «legal status of soviet citizens» in the context of administrative and legal regulation.
The category «public items» became an object of research N. P. Karadzhe-Iskrov in that period of Soviet history, when the sphere of private law was
extremely narrowed and public law actually became a synonymous of the soviet law. Showing the differences between soviet administrative law from
bourgeois law, the author directly points out that in the soviet state the principles of the constitutional state are rejected and all spheres of public life
in the country were transferred into state. The Soviet state, the soviet public administration, the legal status of the soviet citizens were investigated
by N. P. Karadzhe-Iskrov in conditions of severe ideological limitations. Nevertheless, the level of scientific research of his works remains unattainable
today. N. P. Karadzhe-Iskrov widely applied comparative legal and historical-legal research methods, when the historical background
and the background of the foreign practice of the soviet legal reality looked at least it is not acceptable, at external loyalty of the author.
