Аннотация. Исследуются социальные и теоретико-правовые аспекты понятия «развитие» как
фактора комплексного развития территорий и административных единиц. Анализируется
нормативно-правовая база, регулирующая процессы в сфере миграции и расселения,
определяются особенности инновационных подходов к пониманию роли государства
в регулировании миграционных процессов в целях обеспечения социально-экономического развития территорий.

Abstract. In this article social and law theoretic aspects of the “development” are being researched as a notion
of a complex development factor of territories and administrative units. Regulating processes in the field
of migration and the population displacement normative-legal basis is being analyzed. The peculiarities
of innovative understanding approaches to the role of the state in migration processes handling are being
defined, in order to provide socio-economic development of the territories.
