Аннотация. Исследуется роль и значение структурных элементов организационно-правового механизма деятельности органов
власти и управления по формированию рациональной системы расселения. Анализируется специфика системы расселения и
структурных соотношений «власть – расселение населения», определяются особенности инновационных подходов
к пониманию роли государства в процессах экономического обеспечения территориального развития.

Abstract. The paper examines the role and significance of the structural elements of organizational and legal mechanisms of the functioning
of the bodies of state power and control for the formation of a rational system of population distribution. The research provides analysis
of the specific character of the population distribution system and structural relationship between authority and population distribution;
defines the features of innovative approaches to understanding the role of the state in the processes of economic support for territorial development.
