Аннотация. Рассмотрены главные особенности организационно-правового обеспечения развития арендных отношений в сфере промышленности в Сибири первой половины 20-х гг. XX в. Дан анализ деятельности областных и губернских хозорганов, направленной на регулирование отношений аренды предприятий. Раскрыта специфика реализации на территории Сибири принципов НЭПа, затрагивающих частнопромышленное предпринимательство. Обозначены различия между моделями организационно-правового обеспечения развития аренды промышленных предприятий европейской части РСФСР и Сибири. Раскрыта взаимосвязь социально-экономических условий края и модели организационно-правового обеспечения развития арендных отношений.

Abstract. Based upon Irkutsk Region State Archive materials, the article describes the main features of institutional and legal support of lease development in the industry of Siberia in the first half of the 1920s. Analyzing regional and governorate economic bodies’ activity directed at governing industrial lease relations. It discloses specifics of implementing the NEP principles in Siberia, affecting private industrial enterprise. The article denotes the differences between development models of institutional and legal support of leasing industrial enterprises in European part of the RSFSR and Siberia. It gives examples illustrating the characteristics of management practices economic bodies lease relations existed in the Irkutsk Governorate. The article discloses the relationship of economic and social conditions of the region and a model of institutional and legal support of lease development.
