Аннотация. Статья посвящена проблемам теории и правового регулирования образования новых субъектов федерации как способа изменения состава субъектов Российской Федерации. Анализируются конституционные основы, законодательное регулирование образования новых субъектов Российской Федерации, а также процедурные особенности их объединения.

Abstract. This article concentrates on the theoretical issues and problems of regulatory environment pertaining to the process of formation of new constituent federal entities should such formation be applied as a method to change composition of the Russian Federation. The article analyzes constitutional framework, legislative regulation of the formation of new constituent entities of the Russian Federation, as well as procedural specifics of the consolidation of the Russian Federation constituent entities.
